Bulgarian-Chinese consortium with Turkish participation to build RDF fuel installation at Sofia District Heating

One of Sofia's largest public procurements for BGN 350 million with VAT was won by a Bulgarian-Chinese consortium with Turkish participation. The association "RDF Fire Power Plant Sofia 2021" has already been selected by "Toplofikacia Sofia" as a contractor for the construction of the long-delayed installation for combined energy production with utilization of RDF fuel. The facility must burn the waste left over from the capital's waste processing plant, Duma reports. Until now, they were transported mainly to the cement plants in the country, to which the municipality paid.

At the beginning of the year, Toplofikatsiya, on whose territory the installation will be built, announced a public tender for a builder for BGN 292.2 million without VAT. Five participants appeared - "Atomenergoremont", "GCR" in association with a Chinese and Belgian company under the name "Sofia RDF 2021", "Geostroy" and "Mixconstruction". However, only two companies were admitted to the ranking - "Sofia RDF 2021" and Mix Construction, Bulgaria's leading partner in RDF Firepower Plant Sofia 2021. It includes another Turkish and three Chinese companies, which received the most points from the election commission.

Mix Construction is known mainly for private projects in the field of industrial construction, having participated unsuccessfully in the tender for the construction of the waste plant 10 years ago.

The new facility must be built within 30 months of signing the contract, but no later than December 31, 2023. The disputed installation will be located on the site of TPP Sofia, despite the controversy over whether it should be built at all and where.
