A coalition agreement has been signed to form a government

The coalition agreement between the parties "We continue the change", BSP for Bulgaria, "Democratic Bulgaria" and "There is such a people" has already been signed. The leaders of the four negotiating formations signed the document yesterday, BNR reported. After a three-week negotiation marathon, the coalition agreement to form a government with the "Continue Change" mandate is now a fact.

BSP leader Cornelia Ninova was the last to sign the document. During the day, the agreement was signed by co-chairs of Democratic Bulgaria Hristo Ivanov and Atanas Atanasov, and the leader of "There is such a people" Slavi Trifonov signed it in his party office, explained mandate holders Kiril Petkov and Asen Vassilev. "What you see in front of you is, at least for the first time in the modern history of Bulgaria, such a detailed document on all possible policies, which we had both the groups and the experts we discussed, everything was included in this document. It is 140 pages, and it will really enable this coalition to be strong and work for a long time, because there are no common sayings and there are detailed policies, there are detailed expectations and every minister of this government will have to deal with these tasks, "Petkov said.

Today, at 10 am, the leaders of "We continue the change" are expected to receive from President Rumen Radev the mandate to form a government and will return it to him immediately with the staff.

What does the coalition agreement provide for?

The Bulgarian Food Safety Agency / BFSA / and the Executive Forest Agency / EFA / are transferring from the Ministry of Agriculture to the Council of Ministers, Dir.bg reports.

The structure of the Council of Ministers envisages five deputy prime ministers. These are the Deputy Prime Minister for EU Funds and the Minister of Finance; Deputy Prime Minister for Effective Governance, Deputy Prime Minister and Minister of Economy and Industry, Deputy Prime Minister and Minister of Environment and Water and Deputy Prime Minister and Minister of Regional Development and Public Works.

The "Central Coordination Unit" Directorate of the Council of Ministers and the Executive Agency "Certification Audit of European Agricultural Funds" are transferred to the Ministry of Finance, the agreement states. The Deputy Prime Minister for Effective Governance will head the Good Governance Directorate in the Council of Ministers, the Institute of Public Administration in the Council of Ministers; Directorate "Modernization of the Administration" in the Council of Ministers; The centers for shared services on the basis of the Directorates "Human Resources", "Information Technologies", "Property Management", "Accounting" from all departments of the Council of Ministers.

Bulgarian Posts EAD, which until now belonged to the Ministry of Transport, Information Technologies and Communications / MTITC /, the Agency for Geodesy, Cartography and Cadastre, part of the Ministry of Regional Development and Public Works / MRDPW /, is also responsible for effective management. General Directorate "Civil Registration and Administrative Services" of the Ministry of Regional Development and Public Works. The Registry Agency of the Ministry of Justice (MoJ) is also in charge of the new Deputy Prime Minister.

The Deputy Prime Minister and Minister of Economy and Industry will take over Transport Construction and Reconstruction EAD from MTITC.

According to the texts of the agreement, the state-owned State Oil Company EAD is being closed.

It is planned that the State Agency for Bulgarians Abroad will be transferred to the Ministry of Foreign Affairs by the Council of Ministers. The Judicial Protection Directorate of the Ministry of Justice is transferred to the Minister of Justice. All state hospitals are transferred to the Ministry of Health.

The Minister of Innovation and Growth will be responsible for the General Directorate "European Competitiveness Funds" of the Ministry of Economy / ME /, Incentives and Projects Directorate of the Ministry of Economy, State Agency for Research and Innovation of the Council of Ministers, Sofia Tech Park EAD, Bulgarian Development Bank EAD, Fund Manager of Financial Instruments in Bulgaria EAD, as well as the Bulgarian Investment Agency.

The Minister of Electronic Government is transferred to the State Agency for Electronic Government of the Council of Ministers, Information Technology Directorate of the Ministry of Transport and Communications, Information Services AD.

The structure of the Council of Ministers will be implemented without increasing the total staff of the state administration, the agreement stipulates.

The coalition partners are responsible for the implementation of the set measures and policies. They undertake to provide the necessary assistance and facilitate the timely adoption of new regulations or amendments to existing ones so as to achieve the goals and policies of the agreement and solve current problems for the country as soon as possible, the texts say.

The personnel of the new government will be announced today at 13.00 in the parliament building. The specific policies, measures and deadlines for their implementation are set out in 19 annexes.
