Draft Rules for Amendments to the Rules for Management of the Electricity System (PUEES) will be discussed today at the EWRC. According to the regulator's report, the changes are motivated by the need to ensure secure operation of the electricity system and in this regard the network operator to be able to conclude transactions for additional services. This is necessary both due to the elimination of the cold reserve and due to changes in European legislation.

It is recalled that according to the amendments to the Energy Act from last year (Article 105, paragraph 1 of the Energy Act (EA), promulgated SG, issue 9 of 2021), in order to ensure the safe operation of the electricity system , the electricity transmission network operator concludes transactions for additional services under the terms and conditions of the PUEES and the Rules for Trade in Electricity (PTEE) with suppliers from and / or outside the country, the document states.

Also, and that according to the additional provisions of the Energy Act (§ 1, item 14 of the Additional Provisions of the Energy Act, promulgated SG, issue 9 of 2021,) additional services are all services necessary for the operation of the electricity system, which include participation in voltage regulation and reactive power supply, participation in primary frequency regulation, automatic secondary regulation and manual regulation of frequency and exchange power, possibility to start without the help of an external source and power supply of part of the network and load regulation .

Also, with the amendments to the EA, prom. SG, no. 9 of 2021, item 61 of § 1 of the Additional Provisions of the Energy Act has been repealed, containing the legal definition of the term “cold reserve”.

The European regulations that require the amendments are also mentioned.

The amendments to the PUEES require amendments to the PTEE, through which to regulate conditions and manner of settlement of market relations arising from the implementation of the EA and these regulations, experts in the EWRC working group said in their report.

The EWRC report also states that the draft amendment to the rules (PUEES) aims to bring the act in line with the latest amendments to the Energy Act and the rules of European law, given the previously listed eight regulations. According to the report, on the basis of these amendments the aim is to harmonize the conditions and the way of using the electricity transmission network, as well as the provision of additional services and the receipt of system services.

The amendments to Chapter Five and Chapter Six create the necessary prerequisites related to the technical requirements under which the transmission system operator enters into transactions for additional services. The provisions of the EUPM related to ancillary services are also being brought into line with current national and European legislation.

The proposed amendments to the PTEE aim to create conditions for settling the market relations between the transmission system operator and the market participants, providing the additional services provided for in the Energy Act, necessary for the operation of the electricity system.

In summary, the draft amendment to the rules will contribute to achieving the objectives of European legislation, security of supply, flexibility and sustainability of Bulgaria's electricity system, the report said.
